Abstract

Watu Maeta has significant potential as a mountain river–based natural tourism attraction that has not yet been optimally developed. Existing conditions indicate limited spatial arrangement, unintegrated facility management, and insufficient community involvement in governance. This community service activity aims to guide for organizing spatial functions within the Watu Maeta tourism area to support sustainable development. The methods employed include participatory and collaborative approaches to tourism planning, field observations to identify actual site conditions, and interviews and focus group discussions (FGDs) to gather data on spatial planning needs. Descriptive analysis was used to assess the effectiveness of the proposed arrangements. The spatial layout was developed through participatory mapping with local communities, supported by block mapping to analyse area allocation. The findings reveal that Watu Maeta requires comprehensive reorganisation through the strategic placement of facilities to support tourism activities while ensuring appropriate land-use zoning. These include areas for tourism activities and facilities, commercial services, outbound and camping, accommodation or tourist villas, semi-outbound activities, parking, and agro-tourism, adopting an eco-recreational landscape model based on low-impact, high-experience principles.
