Analisis Yuridis Terhadap Legalitas dan Kewenangan Lembaga Pengelola Wisata Tebing Breksi Kabupaten Sleman

The management of Tebing Breksi Tourism as part of community-based tourism development requires legal certainty regarding the legality and authority of its managing institution. In practice, management through Village-Owned Enterprises (BUMKal) reflects the relationship between the normative legal framework and institutional implementation at the village level. This study employs normative legal research using statutory and conceptual approaches, supported by empirical data on tourism institutional management. The analysis indicates that, normatively, the management has established legal legitimacy and authority derived from attribution and delegation in accordance with applicable laws. However, from a juridical perspective, the implementation requires strengthening in substantive regulation, authority structuring, and the application of Good Governance Principles (AUPB) to align with administrative law standards. Community-based tourism management relies not only on formal legality but also on the alignment between legal norms and institutional practices to ensure legal certainty and sustainable management effectiveness.
